Contractor
Contractors have many benefits to having qualified individuals in their employment pool. The Alaska DOT recognizes WAQTC qualification status as a sign of expertise and commitment to high quality standards in road service projects. Contractors with a WAQTC qualified individual on the job will find it easier to accomplish the job and may be required even to have qualified employees present on the job site.
To gain qualification(s) as a contractor for the first time:
- Complete the Alaska WAQTC Registration form and UACP request form.
- Submit form electronically through the website, email, postal mail, or by faxing to the following information below:

- A representative from UACP (or Specific Point of Contact (SPOC)) will contact the requestor within 2 business days. The UACP-SPOC will then initiate an annual contract with your place of business for WAQTC Qualification. This will be done by identifying a Contracting Officer (CO) and SPOC (your internal Specific Point of Contact) who will coordinate with UACP and, internally, issue our simple, blanket Educational Services Agreement (ESA) and Work Order (WO) for signatures by the CO. (Note: An experienced UACP-SPOC will be assigned to help coordinate all contract details with your organization and carry you through the easy, two-step process.)
- Once invoicing details, contracts, and work orders have been established, the internal SPOC will assist to identify the individuals who need training and will coordinate:
- an appointment for lab examination,
- an appointment for the written examination,
- and the modules requested to be qualified in.
- In preparation of examination, prospective technicians are encouraged and in the future will be required to complete the online, interactive training modules. The materials training books are also available online for free and are a great resource for preparing for the examinations. Individuals who do not pass the examinations will forfeit qualification status and are still required to make payment for the qualification attempt. They will also need to re-register for testing with the UACP SPOC. (Note: another excellent resource for training is to utilize internal employees who are experienced and/or qualified under WAQTC. Requests for additional training by DOT Materials can be emailed to UACP via the above provided contact information but are not guaranteed and/or free of charge.
- The prospective technician will then take their written and lab examinations at the scheduled times.
- Once a prospective technician has successfully completed both their written and lab examinations and UACP is in receipt of payment, they will be notified within two (2) weeks the results. A passing individual will be qualified as a WAQTC technician. They will be issued a wall certificate for proof of completion and a copy of the qualification certification to provide the employer proof of successful qualification that can be kept in the employee folder. Qualified individuals will also be added to the WAQTC Qualification Registry for verification. (Provide Hyperlink) (Note: missing the scheduled exam appointments will likely result in a failing grade unless there are extenuating circumstances acknowledged by UACP. Attendance to the appointment is the responsibility of the prospective technician. The contractor is responsible for paying for the hours scheduled unless three (3) days advance notice is provided in writing to UACP.
All subsequent requests under an open annual contract agreement will require the same steps with exception of establishing the contract details. Please refer further questions to UACP at the provided contact information.
